Under the Local Government Act 1993, any person can lodge a petition with Council by presenting it to the General Manager or an Alderman.
You can also download our Guide to Petitions (PDF) for full details.
Paper or electronic?
Petitions can be collected on paper or electronically using an online petition platform.
A paper petition must include:
- A clear statement of the subject matter and action requested
- A heading and brief summary on each page
- The total number of signatories
- The full name, address and signature of the person lodging the petition
An electronic petition must include:
- A clear statement of the subject matter and action requested
- The total number of signatories
- The full name and address of the person lodging the petition, plus a statement certifying that the petition content has not been changed
All information relevant to the petition must appear on the petition itself — not in a covering letter. If you’re unsure whether your petition complies, contact Council before collecting signatures. A non-compliant petition may need to be re-signed by all signatories.

Council will verify signatures against the electoral roll if required. See sections 59 and 60 of the Act for the full rules.
